Led by cancer  survivor and seven-time Tour de France champion Lance Armstrong,  Team RadioShack started the finale by swapping their official  red-and-gray racing kit in favor of exclusive black &#8220;28&#8243; jerseys,  dedicating their ride to the 28 million people worldwide currently  living with cancer. Although race officials mandated that the team  return to their official Team RadioShack kits, the messaging still broke  through the pack.</p>
<p>&#8220;RadioShack&#8217;s partnership with Lance Armstrong  has always been about more than cycling. It&#8217;s about engaging our  customers and more than 35,000 associates in the global fight against  cancer,&#8221; said Lee Applbaum, chief  marketing officer for RadioShack Corp. &#8220;We understand that for 28  million people around the world, the race is not over.&#8221;</p>

<p>Captain Morgan and his crew of Morganettes are coming to Cheyenne to distribute 1,000 pre-paid &#8220;Safe Ride Home&#8221; taxi fare vouchers. The vouchers have a maximum value of $7 towards a safe ride home, and will be distributed to legal drinking age consumers at Cheyenne-area hot spots throughout Frontier Days festivities.</p>
<p>&#8220;This program provides Wyoming  bar and restaurant staff with a valuable designated driver option,&#8221;  said Bryan &#8220;ALF&#8221; Grzegorczyk, President of the Laramie County Liquor  Association. &#8220;We want these vouchers to stimulate conversations that  promote responsible drinking.&#8221;</p>
<p>Beginning July 22, local transportation providers Capital City Cab, Cowboy Shuttle and T I Shuttle will accept the Captain Morgan Safe Rides Home voucher.  Vouchers expire August 31, 2010.</p>
<p>&#8220;We understand that the rodeo in Wyoming  places a premium on safety, and we hope that this program will become a  staple to the rodeo festivities for fans and the local community,&#8221; said  TJ Keighley, Captain Morgan Marketing Manager. &#8220;The Captain Morgan Safe Rides Home  program provides the ideal platform to remind adult consumers that when  they enjoy our products they should do so responsibly and always  arrange for a safe ride home.&#8221;</p>

<p>Lebron Jamesenters the NBA at the young age of 18. He came into the  NBA with the most hype one single player has ever had when making the  jump from high school hoops to the pro game. He became the youngest  rookie of the year winner ever. Another 4 years later, this kid, now 23,  is considered the next greatest player the NBA has ever seen. He is  LeBron James, the King.</p>
<p>Lebron James more championships than he has fingers on a single  hand. He has won multiple MVP awards in both the regular season and  playoff finals. We, at Melrose Jewelers, think Lebron Jamesis the  greatest player the NBA has ever seen. He is the new Michael Jordan.  Fast-forward 20 years from 1986.<br />
If LeBron James has inherited the superstar mantle of Michael Jordan, what kind of Rolex watches should King James wear to symbolize his triumph? Without question, the  King, representing the very best in quality and performance, should wear  a Rolex watch. Should the King be flashy and wear a Rolex Masterpiece  like Jay-Z or should the King’s watch reflect his dedication to  excellence like the Rolex Day Date Super President? Even before a Rolex  watch is chosen for the new king, there lingers the question of whether  he deserves the heir apparent title.<br />
King James needs a Rolex watch, but what kind of Rolex should the heir apparent choose to wear? In a recent shot of Michael  Jordan at an NBA game, His Airness wore a Rolex Cosmograph Daytona.  Rather than go for the super bling of a Jay-Z Rolex Masterpiece, King  James, as heir apparent, should follow the path taken by His Airness and  wear an item a bit more subdued. After the kid wins a few championships  and MVP trophies, King James can switch to the super bling if he wishes  to go in that direction. Right now, as heir apparent with a steep  mountain left to climb, LeBron James should choose the Rolex Day Date  Super President as a symbol of true performance and his dedication to  the pursuit of basketball excellence. Finally, by choosing a Rolex Day  Date Super President, King James would be paying tribute to the  incredible legacy of the greatest player in the history of the NBA,  Michael Jordan.<br />
We hope that James can bring more surprise to us with his great talent. And we hope to see his great shoot once again.</p>

<p>In Aristotle&#8217;s &#8220;360&#8243;  fundraising product, it advertises a &#8220;Relationship Manager&#8221; feature  which plainly uses FEC contributor information, displaying the federal  contribution history for individuals with whom a given Aristotle  customer has no relationship.  Aristotle&#8217;s web page with a demo of the  feature states in as a second sentence, &#8220;Our powerful web-based system  quickly uncovers relationships that can be <strong>targeted</strong> for votes, <strong>dollars</strong>, or grass-roots support.&#8221; (<a onclick="var s=s_gi(s_account);s.linkTrackVars='prop5,eVar3,prop15';s.prop5='External Link';s.eVar3=s.prop5;s.prop15='98777804';s.tl(this,'o','ExternalLink');" href="http://www.aristotle.com/content/view/232/161" target="_blank">http://www.aristotle.com/content/view/232/161</a>,  emphasis added).  An Aristotle ad about the feature states &#8220;Only  Aristotle can provide the data needed to point the way to the thousands  of donors predisposed to contributing to your campaign, PAC or  grassroots group.  Our powerful web-based system tells you everything  you need to know about a <strong>prospect</strong> or contributor.&#8221; (Advertisement in Politics Magazine, 3/10/10, emphasis added)</p>
<p>Federal law prohibits  selling or using individual contributor data copied from FEC reports:  &#8220;no information copied from [FEC] reports or statements may be sold or  used by any person for the purpose of soliciting contributions or for  commercial purposes&#8221;. (2 U.S.C. section 438(a)(4))</p>
<p>&#8220;Aristotle&#8217;s marketing  documents and their online demo clearly offer access, for a fee, to FEC  contributor data for the purposes of solicitation, all of which is at  the core of what the sale and use prohibition is meant to prevent,&#8221; said  Joe Birkenstock, former Chief Counsel  for the Democratic National Committee.  Birkenstock is campaign finance  counsel to NGP Software, which filed the complaint against Aristotle.</p>
<p>The issue of use of FEC  contributor data is particularly relevant this year: the Supreme Court  upheld disclosure requirements in the Citizens United decision, and  under the DISCLOSE Act passed by the U.S. House on June 24th in response, the types of entities required to report to the FEC would be expanded to include non-profits.</p>
<p>In an earlier FEC  enforcement case regarding Aristotle&#8217;s use of FEC data in their earlier  product (Campaign Manager 5/CM5), three FEC Commissioners voted that  Aristotle had broken the law, stating, &#8220;We cannot ignore the clear  statutory language prohibiting any FEC reports or statements from being  sold or used by any person for the purpose of soliciting contributions  or for any commercial purpose. Accordingly, we voted to find probable  cause to believe that Aristotle violated 2 U.S.C. 438(a)(4).&#8221; (MUR 5625,  FEC Commissioners Statement of Reasons 5/19/10, p. <img src='http://www.theridgenews.com/wp-includes/images/smilies/icon_cool.gif' alt='8)' class='wp-smiley' /> </p>
<p>Aristotle made excuses  in that case, saying that the ads stating that clients could use the  data for solicitation were a &#8220;mistake&#8221; that had been corrected; that it  was an incidental feature and &#8220;nobody uses it&#8221;; that its actual purpose  was for compliance; and that &#8220;you can&#8217;t download&#8221; contribution data.  (FEC Hearing Transcript, 9/23/09)  Three Commissioners found these  excuses to be inaccurate, noting that Aristotle&#8217;s advertising still  promoted using the FEC data for solicitation, and that the feature&#8217;s use  for compliance was &#8220;negligible at best.&#8221; (FEC Commissioners Statement  of Reasons 5/19/10, p3 and p. 5) However, the three Republican-appointed  Commissioners believed Aristotle&#8217;s excuses about their CM5 product, and  the Commissioners deadlocked 3-3 on whether to proceed against  Aristotle.  None of the excuses Aristotle made about their CM5 product  are available to Aristotle regarding the 360 product.  As noted above,  Aristotle is explicitly marketing the use of FEC data in 360 for  solicitation.  Aristotle itself calls the 360 feature &#8220;important&#8221; and  filed for a patent on it this year.  And Aristotle&#8217;s own demo of the 360  feature states, &#8220;You can export your connection map to many different  standard formats for customized use.&#8221;  So Aristotle cannot use the same  excuses again in this case.</p>
<p>Given the importance  that Aristotle has given this matter by trying to patent their use of  FEC contributor data, NGP believes that the FEC Commissioners will take a  hard look at the complaint, and provide a definitive ruling regarding  Aristotle&#8217;s use of FEC data.</p>

In fact approx 80%  of adults will suffer back pain at some point during their adult life.</p>
<p>Back pain usually goes away within a few days or weeks &#8211; either on  its own or by using conservative therapies that might include a short  rest period, gentle exercise and stretching, pain or anti-inflammatory  medications and/or applying ice packs or heating pad.</p>
<p>Chronic back pain &#8211; lasting six weeks to three months or longer &#8211; is  much less common. But for those 26 million Americans between the ages  of 35 and 55 who have frequent or persistent back pain, it can be life  changing. That’s why it is mandatory to take care of your back and keep  it working properly, especially as you get older.</p>
<p>Reasons for Risk of back pain:</p>
<p>Back pain doesn&#8217;t just occur in the Rock and Roll business, it can  arise in many work situations. The exact cause is often unclear, but  back pain is more common in tasks that involve:<br />
•   Repetitive or heavy lifting<br />
•   Excessive bending and twisting<br />
•   Exerting too much force<br />
•   Poor working conditions<br />
•   High job demands and lack of control<br />
•   Not recognizing or reporting symptoms and not doing anything about it</p>

<p>The tensions in our muscles continue to compress, pushing the  vertebrae together. The area where the spine and the pelvis come  together is a joint, a movable area. This becomes rigid. Over a time,  these conditions lead to deterioration in the body. Lower back pain, leg  pain, foot pain and other horrors are often inevitable for many  persons.</p>
<p>According to statistics from the National Institutes for Health,  more than 31 million Americans experience this kind of back pain.</p>
<p>Tips for Preventing Back Pain<br />
1) Stay mobile: There are many ways to increase mobility, including  daily stretches or activities that increase flexibility and get the body  moving in different directions. Try yoga, swimming, or Pilates to keep  limber.<br />
2) Don’t forget cardiovascular training: Physical activity—such as  walking, swimming, and running—for at least 20 minutes, three times a  week, increases muscular endurance and cardiovascular fitness, and  improves blood flow to the spine. Exercise also helps decrease daily  stress that can tighten muscles.<br />
3) Straighten up: Correct posture doesn’t just look better, it feels  better, too. Be sure to stand head up, shoulders straight, chest  forward, and stomach tight. Try not to sit or drive for long periods of  time. When seated, always remember to keep hips and knees at right  angles to one another and find a chair with adequate lumbar (lower back)  support.<br />
4) Avoid Wrong way Carring: With more and more Americans traveling  with computer bags and carry-on luggage, it’s essential to adhere to  proper carrying and lifting techniques.<br />
5) Sleep smarter. It’s best to sleep on your side and make sure that your mattress is supportive and comfortable to your back.<br />
6)Maintain a healthy weight: Extra pounds — and more inches around your waistline — can put added strain on your back.<br />
7)Learn to sit : Don’t sit hunched over your desk for hours on end  without any breaks to stretch and move. Get a well designed chair and  computer station, and try not to suddenly or awkwardly bend and twist  your spine.<br />

<p>The emergency budget on June 22nd has made it even tougher for charities to find a real deal and make the most out of their finances. With VAT to rise to 20%, charities now have to rely on donations more frequently to get by and raise funds.</p>
<p>Displaysense, the UK&#8217;s leading supplier of display cabinets and leaflet holders have recently donated some display products to the St Helena Hospice shop in Colchester and believe other competitors in the display industry should be doing more to aid struggling charities. In a bid to raise awareness of the issues facing the countries charities, Displaysense is looking at donating a number of other products to good causes and contacting other suppliers to get involved.</p>
<p>Clare Debeaux from the St Helena Hospice branch in Colchester said she was &#8220;delighted and thrilled with the donation of the clothing rails which have transformed the shop window and allowed elderly customers to access items easier.&#8221; All donations help the St Helena hospice to meet all the needs of people suffering from life threatening conditions, whether they are physical, emotional or spiritual.</p>
<p>Steve Whittle, the marketing director at Displaysense, commented on the company&#8217;s history of donating to good causes. He said: &#8220;Even back since the company&#8217;s creation in 1978, we firmly believe that it is our duty to donate to good causes such as the St Helena Hospice. We also believe not enough companies in our industry do this frequently enough. With everyone keeping such a watchful eye on their bottom lines, they have forgotten about helping out their local communities and charitable causes.&#8221;</p>
<p>With tougher trading periods expected for charities for some time to come, Displaysense hopes that more suppliers get involved with donating simple goods such as coat hangers to any of the deserving charities in the UK. With one in three people affected by cancer and an aging population that is going to need more care and support, there are more important things to worry about than a company&#8217;s bottom line.</p>

The parties believe that the combined company has an enterprise value of $245 million and a per share value of at least $17.50 on Monday, July 19th, 2010  on a stock split adjusted basis. The previous holders of VocalTec will  have 1,173,294 shares of common stock following the merger. VocalTec  expects to have revenues ranging from $110 million to $125 million this year. With over $40 million  cash/securities on hand and no debt, VocalTec expects to show a profit  in the current quarter. The largest reaching CLEC (Competitive Local Exchange Carrier) in  the United States in terms of area  codes available and certification in number of states, it has its own  chip development and application server/softswitch company. VocalTec  also adds softswitch, application servers and the softphone to the mix.  The combined company will have cost reductions through different  synergies.</p>

The championships, held at the Georgia World Congress  Center, are the largest in the world, with over 6,500 men and women  competing in 102 events.</p>
<p>Morehouse’s championship victory came over the 25 year old  up-and-comer, Ben Igoe. Morehouse (31 years old, ranked 13th in the  world and 1st in the U.S.) was trailing Igoe 13-7 before staging a  dramatic comeback to win 15-14.</p>
<p>It is rare to see a first-time championship winner over 30 years  old, and Morehouse was clearly proud of this accomplishment. He said  after the match, “For anyone who’s followed my career you know I was  very late to becoming a top fencer, so coming from behind was a very  fitting way to win my first championship. I’ve always had that underdog  mentality, and that definitely helped me pull it out today.”</p>
<p>New York was well represented among the winners, as the top 3 and 7  of the top 8 hail from the Empire State. Morehouse represents the  Manhattan Fencing Center and Igoe fences for the New York Athletic Club.</p>
<p>Tim will look to build on this success at the Pan American  Championships this August in Costa Rica and the World Fencing  Championships in Paris this November.</p>
<p>In Beijing, the men’s saber team missed the Gold by a single match.  Morehouse is on a personal mission to take the Gold in 2012. He will  surely be one to watch at the London games.</p>
<p>The New York native Morehouse’s climb to the top has been anything  but conventional. Only beginning his fencing career in middle school and  graduating college as an almost complete unknown in international  competitions, Tim does not have a traditional fencing background. He is  not a natural athlete, he doesn’t fence by the book, and he had no  financial backing as he traveled around the world attempting to qualify  for the 2004 Olympic team.</p>
<p>Tim is committed to bringing the sport of fencing to the next level  of national attention so that it has the recognition of sports like  swimming and gymnastics, enabling him and his teammates to compete for  corporate sponsorship dollars. He helped kickoff the Summer National  Championships on Friday at a community outreach event at the  Warren/Holyfield Boys &amp; Girls Club, displaying his skills with live  fencing demonstrations.</p>
<p>Tim definitely appreciates the attention, not for himself, but for  his sport. He said, “Fencing is one of the greatest sports in the world  and more people are realizing its benefits both physically and mentally  and that&#8217;s very exciting.” Acting as an unofficial ambassador of  fencing, Morehouse is the founder and spokesperson for of Ten Thousand  Fencers, an online community and social media network aimed at getting  ten thousand new people to try the sport. His efforts to increase the  national visibility of the sport have led to features in ESPN Magazine, a  fashion spread in Esquire and the New York Post has named him one of  New York City’s Top 10 Most Eligible Bachelors. 			<content:encoded><![CDATA[<p><img class="alignleft size-full wp-image-347" title="ansa" src="http://www.theridgenews.com/wp-content/uploads/2010/07/ansa.jpg" alt="" width="149" height="134" />Scientists working for NASA&#8217;s Geostationary Operational Environmental  Satellite (GOES) Project at NASA&#8217;s Goddard Space Flight Center, Greenbelt, Md.  have developed continually updating &#8220;movies&#8221; of satellite imagery that  allows on-line, iPhone and iPad viewing of any cyclone&#8217;s movement in the  Hurricane Alleys of the Atlantic Ocean or Eastern Pacific Ocean.</p>
<p>The National Oceanic  and Atmospheric Administration&#8217;s (NOAA) GOES-13 satellite captures  visible and infrared images of the weather over the U.S. East coast.  These images are overlaid on a true-color background map, and fed into  small and medium-sized videos of the Gulf of Mexico  and the nearby Atlantic Ocean for the last 3 days. The GOES-11  satellite provides similar coverage of the U.S. west coast and Eastern  Pacific.</p>
<p>The GOES satellites  scan further into the oceans twice per hour, offering the opportunity to  watch storm development in the swath called &#8220;Hurricane Alley,&#8221; from  Atlantic to Pacific. The bigger scans are used to make large-scale  Hurricane Alley movies for the last three to five days, illustrating the  life-cycle of subtropical storms, as some of them spin up to become  hurricanes.</p>
<p>The GOES satellites  also scan the entire disk of the Earth every three hours. These are used  to produce &#8220;full disk movies&#8221; from the last five days of satellite  imagery data from GOES-13 in the Atlantic and GOES-11 in the eastern  Pacific. With just eight frames per day, time flies by quickly as  weather circulates across the Western Hemisphere.</p>
<p>&#8220;We have recently  changed the code for the up-to-date GOES movies, including the  &#8220;Hurricane Alley&#8221; movies, that have links on the page  goes.gsfc.nasa.gov,&#8221; said Dr. Dennis Chesters  of the NASA GOES Project at Goddard. &#8220;They are now all encoded with  H264, the digital compression standard used by the cable TV industry.&#8221;</p>
<p>Because of the modern video standard, these play on all personal computers (Windows and Macs) that are up-to-date.</p>
<p>Dr. Chesters said that  the NASA GOES Project also slightly resized the GOES movies, so that all  of the movies have at least one dimension that is a sub-multiple of a  standard HDTV dimension (720/1080). &#8220;This makes it easy for software  that automatically fits movies to a screen to resize them without  complicated interpolation,&#8221; Dennis said. &#8220;So, the movies appear sharp  and have snappy playback on small-screen devices. For instance, they  work nicely on the popular iPads.&#8221;</p>
<p>As a hidden bonus, each  of the four frames at the top of the page (WEST+EAST for USA+GLOBE) is  linked to a &#8220;reference movie&#8221; that downloads a movie that is the right  size for your device. This is a Quicktime-only feature that will work on  all Apple computers and Windows PCs that have Quicktime installed. The  &#8220;reference movie&#8221; will accommodate iPhones and iPads as well as Macs and  PCs. It sends a highly compressed version if the device is using a slow  G3 phone link, but sends a larger, less compressed version to bigger  screens with faster connections.</p>
<p>For the 2010 hurricane  season, the NASA GOES Project is considering creating a gallery of  up-to-date movies in many sizes/formats, with a separate web page with  explanations and links.</p>

<p>American citizen, Dr Jayant Patel, was sentenced to 7 years in jail  in Australia, for causing the deaths of three patients and grievous  bodily harm to another. Patel has also been associated with up to 17  deaths between 2003 and 2005. It is thought he performed the wrong  surgery on the wrong people.</p>
<p>Patel will be able to apply for parole in three-and-a-</p>
<div id="bd">half years. He was previously disciplined for ‘gross negligence’ in the United States.</p>
<p>In Vienna doctors mistakenly amputated the leg of a 91 year-old  woman, then were forced to cut off her other leg also. The hospital  refused to say whether the doctor was still working for them. An  investigation is under way.</p>
<p>The healthy leg was mistakenly amputated from an 86 year-old man, in  January 2010, by doctors in Peru. The man had a badly ulcerated leg.</p>
<p>In 2008 surgeons at the Negombo General Hospital, removed the leg of  a 48 year-old woman, Sithy Nazeer. She had been booked into the  hospital for a wound to be cleaned in the sole of her foot. The patent  waiting for amputation was the next in line for surgery.</p>
<p>According to the Asian Human Rights Commission, the powers-that-be tried to hush the incident up, as no details had been given to the police and no investigation was done.</p>
<p>Surgeons in a Florida hospital, in 1995, accidentally amputated the  healthy foot of a 51 year-old, diabetic, Willie King, who was suffering  from gangrene.</p>
<p>A 2006 report disclosed that medical blunders were drastically  increasing, with wrong body parts being amputated, that ranged from the  wrong hips being taken, the wrong leg, a child mistakenly circumcised, a  wrong set of lungs transplanted, to a wrong testicle being removed and a  woman given a hysterectomy by mistake.</p>
<p>Ninety patients died, or experienced serious harm, as a result of  care they received in public or private hospitals during the 2008/09  period, in West Australian hospitals, according to a Sentinel Event  Report. This was double the errors reported in the two previous years.  Health Minister Daniel Andrews, said work had begun on an appropriate  monitoring system to be in place by 2010.</p>
<p>Studies place the direct and indirect expenses of malpractice as  between 5-10% of total medical costs. Compensation payouts to victims  increased by 100% in 2005/2006 alone. Payouts vary from $100,000 to  several million.</p>

And because of the overwhelming response to the online  auditions (over 143 million votes), OWN has decided to select the next  three vote getters to join the other finalists at the final auditions in  Los Angeles. The online finalists, in order of verified vote count, are:</p>

<p>When auditions closed June 26, 2010, there were more than 9,500 online videos and more than 6,100 contestants who came to open casting calls in New Jersey, Texas, California and Georgia.  Over 143 million votes were cast online and the results were carefully  verified by a third party before the winners of the online competition  were announced.</p>
<p>During the verification  process, the final vote counts fluctuated, as votes that could not be  authenticated were eliminated from the competition.   The verification  process did not change the top 8 applicants with the most votes online.</p>
<p>&#8220;The response was amazing with over 15,000 people having auditioned,&#8221; said Executive Producer Mark Burnett. &#8220;Oprah Winfrey  is such an inspiration and motivates people to seek their dreams. This  response shows the enormity of those who wish to communicate their ideas  on television.&#8221;</p>
<p>&#8220;Your OWN Show,&#8221; presented by Kohl&#8217;s and premiering on OWN in January 2011,  will be a reality series in which contestants compete in a &#8220;host boot  camp.&#8221; Challenges will range from booking interviews and researching  story ideas, to successfully completing an actual screen test. The  person selected to be the winner will receive a 6-episode commitment for  his or her own show, executive produced by Mark Burnett, and scheduled to premiere on OWN in 2011.</p>

<p>Available as of July 5, the free &#8220;app&#8221; can be downloaded from iTunes. With it, users are able to make charitable donations, starting at $1,  with the touch of a finger. Each week, PocketPhilanthropist features a  different charity and distributes &#8220;app&#8221; generated donations back to that  charity.</p>
<p>&#8220;After witnessing the power of mobile donations for the Haiti crisis last year, we&#8217;ve found that avenues for making donations should become increasingly simple and accessible,&#8221; said Nathan Moyer, co-founder of PocketPhilanthropist, Inc. Moyer and Hong founded the organization after witnessing over $3 million raised in one day for the Haiti  crisis via mobile text donations.  &#8221;Raising funds is a challenge for  most charities, our vision is to simplify the process for them, and  inspire people to take action today,&#8221; said Moyer.</p>
<p>Being one of the only downloadable applications with a &#8220;Donate&#8221; button, PocketPhilanthropist hopes to raise $1 million in its first year. The initial charities to be featured include 3MAlliance, an effort to save the rain forest in Ecuador, and One Mission International, an effort to fulfill the needs of Ethiopia&#8217;s orphaned children.</p>

Responding to the new FFIEC  Guidance regarding RDC, RDM enhanced existing capabilities and created  new functionality to assist customers with compliance. This new offering  provides financial institutions with a set of tools specifically  designed to help them comply with the FFIEC guidelines with respect to  RDC. These improvements to security and risk mitigation include enhanced  security authentication, a comprehensive reporting suite, an easy to  use limits and monitoring module as well as check endorsement  capability.</p>

The study, published in the July issue of  <a onclick="var s=s_gi(s_account);s.linkTrackVars='prop5,eVar3,prop15';s.prop5='External Link';s.eVar3=s.prop5;s.prop15='97969569';s.tl(this,'o','ExternalLink');" href="http://content.healthaffairs.org/cgi/content/abstract/29/7/1370" target="_blank">Health Affairs</a><em>,</em> shows that health information technology improves quality of care scores.</p>
<p>The study observed 35,423 patients with diabetes, hypertension, or both, in Kaiser Permanente&#8217;s Southern California  region, finding that use of secure patient-physician messaging in any  two-month period was associated with statistically significant  improvements in HEDIS (Healthcare Effectiveness Data and Information  Set) care measurements. Results included 2.0 percentage-points to 6.5  percentage- points improvements in glycemic, cholesterol and blood  pressure screening and control.</p>
<p>&#8220;Putting patients and  their data at the center of care allows Kaiser Permanente to improve  health care quality, access and cost,&#8221; said George Halvorson,  chairman and CEO, Kaiser Permanente. &#8220;This data proves that health IT  can be a fundamental component of accomplishing those three critical  goals.&#8221;</p>
<p>More than 556,000  secure patient-physician e-mail threads, containing more than 630,000  messages, were logged throughout the study.  Patients initiated 85  percent of those threads, which shows that health IT is empowering  patients to better manage their health care. Kaiser Permanente&#8217;s secure  e-mail tool, called &#8220;E-mail my doctor,&#8221; is one of the most popular  features of the My Health Manager (<a onclick="var s=s_gi(s_account);s.linkTrackVars='prop5,eVar3,prop15';s.prop5='External Link';s.eVar3=s.prop5;s.prop15='97969569';s.tl(this,'o','ExternalLink');" href="http://www.kp.org/myhealthmanager" target="_blank">www.kp.org/myhealthmanager</a>)  comprehensive personal health record. My Health Manager, used by more  than 3 million Kaiser Permanente members, provides patients with secure  and timely access to lab test results, medication information and refill  capabilities, summaries of their health conditions, appointment  scheduling, and other important health information with just the click  of a mouse.</p>
<p>Kaiser Permanente  previously found that 75 percent of all patient-physician e-mail  encounters addressed ongoing medical problems or care plans. The leading  reasons patients contact physicians are to discuss changes in a health  condition, lab test results, a new condition, drug dosage adjustments,  or the need for a new prescription.  Other research (Dr. Yi Yvonne Zhou et al, <a onclick="var s=s_gi(s_account);s.linkTrackVars='prop5,eVar3,prop15';s.prop5='External Link';s.eVar3=s.prop5;s.prop15='97969569';s.tl(this,'o','ExternalLink');" href="http://www.ajmc.com/issue/managed-care/2007/2007-07-vol13-n7/Jul07-2509p418-424%29" target="_blank">American Journal of Managed Care, 2007</a>)  found that patients who use secure e-mail were 7 percent to 10 percent  less likely to schedule an office visit, and 14 percent less likely to  contact their physician by phone compared to those not using online  services.</p>
<p>This study is one of  the first to show that these electronic communications have a measurable  positive effect on patient outcomes, in addition to improving  efficiency.  Kaiser Permanente physicians participating in the study  reported that the use of secure e-mail messaging has been highly  successful for diabetes patients, enabling them to follow medical  instructions to the letter. Physicians also are encouraging patients to  schedule an appointment if they raise issues via e-mail that are too  complex or lengthy to address using that medium.</p>
<p>&#8220;Kaiser Permanente  members using My Health Manager send more than 870,000 secure messages  to their clinicians each month,&#8221; said Terhilda Garrido, co-author of the  study and vice president, health information technology transformation  and analytics, Kaiser Permanente. &#8220;Physicians are using the tool to  connect with their patients like never before, sending nearly 3.5  million messages to patients between January and April this year, and  empowering them to take better care of themselves and manage their total  health.&#8221;</p>
<p>&#8220;There are a lot of  reasons that patients contact their care teams. It is important to keep  the lines of communication open, while not inconveniencing patients by  playing phone tag or bringing them into the office unnecessarily,&#8221; said Michael Kanter,  MD, co-author of the study and regional medical director of quality and  clinical analysis, Southern California Permanente Medical Group. &#8220;We  have always felt that use of secure e-mail messaging is a huge patient  satisfier and an efficient way of handling many routine care issues.   Now, with this study, we can also state that secure e-mail improves  clinical outcomes for patients.&#8221;</p>
